Yes they are legal. I use a pair.

How can you make sure that these covers fit your current wheel?
Rich (wheelbuilder.com) asks what wheel you have and will cut it to fit.

I did ride on an indoor wooden track years ago in England. It was at Calsjot - a former six-day event track with 54 degree banking (I'm not sure about that number) it was steep anyway. Bernard Hinault held the record on that track for the fastest 200m - untouchable!
I remember the burn in my thighs I got from riding it trying for my best 200m time. Wow, intense. I know why track sprinters have huge quads.

Has anyone used wheel covers such as these in place of a disk wheel?

Seems like you get the same result for a lot less money. Are these legal in all Ironman/70.3 series triathlons?

Also, per http://www.usatriathlon.org/upload/pdfs/usat_rules_download.pdf it appears wheel covers are allowed on the back wheel (USAT rule).
