running vs cycling hr's
I find that my HR is about 5-10 beats higher on the run.
^^^My base HR is even an even larger difference than that. I'm 20 beats higher on the run (the difference does get smaller the harder I go, though). It'll take some trial and error to find out exactly how high you can get your HR for any given amount of time. If you go too hard, the worst that will happen is that you get too tired and need to slow down. If you go too easy, though, you won't be getting your training benefit. Experiment...everyone's different.

Not fast enough.
When I first started training my bike and run HR's were about the same, but I had a bike background and not running and my legs could not keep up with my heart.
Now, after a year or more of training, my run HR zones are about 10bpm higher than the bike, which I think you will find is pretty close to the average for a lot of people.

I've been cycling for a little over a year now and have recently decided to enter the world of triathalons. Here is my question: should my running heart rates be slower, =, or faster than those of equeal percieved efforts on the bike?
