Depends on the school. Some have official teams, some have clubs, some just have local (community) clubs that college students join.
Quite a few have club teams. If they don't, you can start one and recruit people from xc, swimming, cycling (more schools have cycling club teams than tri teams and you should ride and sometimes race with them, its fun), track, etc...
we have a club and we get a few bucks from the school to get jerseys and stuff like that

At the University of Wisconsin, there is a very active local triathlon culture and it has spilled over to the university. The tri club there is very successful and organizes group rides/runs/swims as well as TT's and volunteer opportunities. The IM WI strongly influneces the tri culture because it brings thousands of individuals to Madison. Needless to say, the tri team has many avenues available to pursue tri products and sponsorships and definitely does this. In addition, they also compete nationally at collegeiate races as a team.
At University of Wisconsin we have over 150 members on the Tri Club...everything is student run. We have planned workouts throughout the week, social events, and team volunteer/fundraiser events. Best thing on campus in my opinion.
