For an OLY distance I usually wear my one piece tri suit so I can carry a gel with my in the pocket. The actual mechanics of it are that they are designed to keep sweat away from your body which cools you down. There are a lot of theories about it, if you are comfortable without it then you may not need one. I personally always wear one because I am so pale that the thought of sun burns my flesh.

Check the rules too--some races might require tops (only ones I know offhand are IMNA events, but there may be others out there).

You'll see people choosing both. I wear one for the same reasons kevinb says -- carrying a gel or 2 and preventing sunburn.
