Just my opinion but a good training set will cost $400 (ok you could go less but I did say a good set). As far as race wheels go, I would wait until you can spend around $800 or so and that way you will get something decent that will last awhile.

But of course what I consider a "race wheel" and what someone else considers a race wheel is not always the same. Again I would wait but that is just my 2 cents!

good luck!

Used Hed Jet 60 or 90 and a rear disc cover.

Life is short. Play hard and get dirty doing it.

Check out the reviews of Neuvation wheels on roadbikereview.com. Tons of reviews; virtually all of which are positive.

Bought M28 Aeros last year for $299, and love them. Originally was going to use them for racing, but they were so sturdy, I never took them off my bike. Ran over my bike with my pick-up in August  , but I'm still riding with the M28s!!

Recently bought some R28 Aero 2s (about 100g lighter, per set - about 1600g) for the same price on close-out --- need (or at least want) a new and improved bike, you see. A work in progress.

The new R28 Aero 3s are $399 - right at your price point.

yeah the neuvation wheels look solid, but would they be a good wheelset for tris. they seem more like a road racing wheelset as they aren't that aero?

It's going to be pretty tough to find a set of aero wheels for $400. Ebay is one of your best bets. These are a bit more than $400, but they're close:

Keep checking. You might find HED wheels or Spinergys fairly inexpensively if you're patient. I doubt a set of Zipps, Corimas, or Bontragers will go for less than $400, though. If you're really lucky, someone might put up some Ritchey Carbons (old, rebadged Zipps that can be had for minimal $)

*addendum: I just found these as proof of some of the good deals you can find. I'm personally scared of these wheels, since they have a tendency to blow up, but the price is right:
