gonna be working on a bike trainer this winter to help to improve my abysmal bike. in building my base should I be using my HRM or my power meter or both?

proud and high or low and humble - many miles before I go

Both. Work to reduce your HR at increasing power or at the least increase power at a constant HR. You may want to do a test to determine your HR and power zones to train in.

Obviously both would be beneficial for building higher LT watts, but for building a base I would say (in my very uneducated opinion) to use a ceiling HR.

Would it false to say that you simply want to get to a point where you can ride longer distances? If that is the case, then I think HR is the best for that. Since base riding is very aerobic zone 1,2 you would be best to set a HR that will keep you very aerobic and just chug a long at whatever speed that allows you and build that engine.

Once you've got the base, you can then go after the speed that will only come after you've got that base.
