Tie legs together? How with what?
I wouldntie my feet or legs together to fix that problem especially with bungee cord. All that is going to do is hold the tension so your legs stay together...in other words the bungee is doing all the work. So you are not training your legs and not imprinting muscle memory.
What I would do is get a pull bouy(spelling) put it between your legswithout a cord. So when you do your rolls if the device comes out you know that you need to focus more on keeping your legs together so the device will not come out. This way instead of the cord keeping your legs together, requiring no learning of muscle memory, you can get instant feedback if the device is not inbetween your legs after your roll.
Maybe before you start do your warm up with 10 rolls and only concentrate on your legs together and foot placement. And then incorporateit into your workout.
Good uck
But if you really want to tie your feet and legs together you can find some binding velcro that have a figure eight shape like hand or ankle cuffs. The tension will not be too much were you can not get out of.
The Scuba instructors used these velcro strips to tie the Scuba student ankles and wrists together in the Army to see if they will panic when thrown in the water.
From what I understand,
do not tie your legs together...unless using a pull bouy (this will totally ruin your body position in the water and give you terrible effects).
What you want to do is the following,
either go for a light 6 beat (6 kicks to every 2 arm strokes) - will propel you incredibly fast through the water but might not be healthy for the bike.
or a 3 beat (3 kicks to every 2 arm strokes) - will keep your body balanced from your centre of gravity down. Make sure its very light and quick.
Normally I will do 80% of my race with 3 beat and then the last 15-20% of the race increase my kick speed, so as to "warmup" for the bike ride.
Three beat? How do you keep your balance? It would be like dancing to three beat music. Left out on the wrong side. I can see 2 beat, 4 beat, or 6 beat kick.
Try 30 minutes of verticle kicking using a sculling motion with the hands. Use a diving belt around the hips and add weight starting with 5 lbs and increase by adding 5 lbs until you can do it with up to 25 lbs. The only thing I would do is a rubber band around the legs for arms only swimming or a device such as a Leg Up, or a Pull Bouy.

OK I guess I swim ok my times really are not that bad but I have a swim buddy who is better and says the biggest thing I do wrong is my legs come apart during my roll. This took a while to understand since I had trouble feeling that and they are together when not rolling. He says I am timing my kick and thus proping myself up for balance instead of flutter kicking through the roll with small kicks inside my body. He says if I can correct that I will be swimming as fast as him and he swims in the top 5% of his age group. He sadi maybe I shoudl try to tie my feet together with some sort of bungie. ANyone done this , had the same issue as described above.
