I've been running for a long time, but I decided to get a HRM about two months ago. My HR seems strange to me though. No matter how fast or slow I run or whether it's a short or long run, my HR always stays right around 80% of max. Any thoughts???

Run harder ;)
Are you short workouts just short runs or are you doing intervals and repeats. If your HR isnt going anywhere during hard intervals and repeats, either you HRM is a dud or you need to push it some more.

Life is short. Play hard and get dirty doing it.

That's the real strange thing. I can be running anywhere from 5k-30 pace to marathon+30 pace (about a 3 min/mile range) ...it doesn't matter. My HR won't budge from the 80-85% range unless I walk or sprint. And the HRM isn't bad. I had it replaced when I first noticed this just in case, but that wasn't it.

I wish I had your problem, then. I do find it hard to get my HR above the lower end of my zone 4. I have to hit the track for some fast 800's to do that.
