in response to scott's comment, most of the actions took place in France so it would be fairly difficult to get a US court to claim jurisdiction over a libel suit, which is published defamation
to get jurisdiction, he would have to prove that the French company intentionally reached into US boundaries, for example by publishing / selling copies of the report in the US
but after all that, the difficult step would be getting the US court to apply US law rather then French law, which involves a very complex analysis of international conflict of law principles, if he could get jurisdiction and US law, he could stand a chance
because Lance is a public figure, he would have to prove that the French La'Quipe or whatever they are called, intentionally and maliciously sought to damage his reputation and they had reason to know of its falsity at the time of the publication, not easy standards to prove
from what I understand, the President of La'Quipe had been fired for this a little bit ago, and now the anti-doping agency is under potential criminal investigation by the French authorities
so even if he doesnt try to sue, the responsible parties are going to get what they deserve, or at least they are making it look like they will
