Motivation in a Non-running Environment

I moved to Mexico (Puerto Vallarta) from NYC about 6 months ago. In that time, I haven't ridden a bike and have only run about 5 times. (Swimming has been good because there's a pool at anearby condo that I sneak into.)

I've never been an overly motivated runner but at least in NYC, I had a weekly running group during the good months and lots of races to keep me motivated to train. Here I've found 2 races. There is a nice track that I ran at for the first time today, but even it isn't so motivating because I outpaced most people and I'm a mid-pack runner.

Has anyone moved to a new place that isn't the most conducive to running? Any ideas for getting/staying motivated? Any tips for starting my own running group?
