where can I find extra straps for my paddles?

Correct me if I'm wrong, but won't surfical tubing do the job just fine? I would assume that anyway. I would also assume that a Home Depot or similar hardware stores would have the goods.
I've looked everywhere, but cannot find extra tubing or straps for my swim paddles. I've found a few places to order them online, but the shipping is $6 for $1.50 worth. Might as well buy new paddles...
Hardware stores don't have it and tried medical supply, but you have to have a prescription.
