Tubular Tire Tape ... Confused

I am confused. Can anyone confirm if you can use that TUFO tubular tape on a carbon wheel. Basically a Zipp all carbon 404 rim. I am hearing that you can only use the tape on a rim that has a metal surface like a mavic Kyrisum rim.
