You need to have the picture available on the internet already.
Then in the post window click on the square with a mountain and a sun picture in it (2nd from the right on the toolbar in the quick reply version). In the box that opens, put in the URL (web address) for the picture you'd like to post.

You can upload pix to flickr.com for free then post a link to them.
Or you can upload them into your blog, then link to them, but to have them appear in a thread like the one above, the pic has to be hosted on a server that permits hotlinking - as Kylie said.
If you own a webpage for which you pay hosting fees as I do, this is easy, of course then you would probably already know enough not to have asked the question in the first place. heh.
Most free webpage hosts don't permit hotlinking - it exposes them to excessive bandwidth theft.
