Yeah a loofah works great if you use it before you shave to make the area as clean as possible.
Also, if you already have an ingrown hair witchazel can be a big relief
If you're the type that sees the hair sticking out and wants to pull it, just be careful and keep it clean. It can get even worse if you get an infection.

So, although i bet noone enjoys talking about this topic, i have to bring it up, specifically aimed towards males that shave their legs. I've been shaving for a while and havent really dealt with ingrown hairs until recently...does anyone have any tips for getting rid of them?
