craigslist or ebay enter triathlon as your search. In these tough times there are some very good deals. Bought some 2008 Zipp 808s with tires and a dura ace casset for under 800 in perfect condition.

have you looked into the leader tt frame? something like 450 shipped. it's got 78 deg tri geo and is alum. there are also cf frames on ebay running around 500-750. apparently they are made by the people who make scott frames and others in asia. outside of that lower end framesets by felt, cervelo, and even kuota can be found for anywhere from 800-1500. i'm personally waiting to hear how the no name cf ebay frames are.

bonktown also has some quintana roo frames on sale. but with frames (although i have violated this rule), i think it is best to buy new or craigslist, since that way you can inspect the frame first. it might not be that big of an issue with aluminum, but with carbon, it definitely is.
planet x might also be a consideration.
I only need a frame, since my road frame is fine, I wanted a true tri frame. But that is hard to find. Especially on a TIGHT budget. 76 deg at least.
If anyone knows where this magic can be found. 52-54cm tri frame, alluminum is ok.
