I'm drawing a blank on the other 70.3 that offer Kona spots. I know Buffalo Springs is/was one, and . . . now Rhode Island? It was a selective list of 70.3 that had Kona spots. Kinda random for Rhode Island, but OK. I know from doing Buffalo Springs, the winning male goes sub-4 and the Kona spots in my AG are go to those in the low 4s. So for me, they can offer Kona spots at 70.3 or the YMCA sprint and I still won't be fast enough. :( Kona slots at 70.3 seems like low-hanging fruit, but everyone else knows this too so the field gets fast.
And to your second point, which may be inadvertent, but I'm getting tired of IM races having preferential registration policies. First, it was on-site only. Now, "event registration [is] open only to athletes participating in the 2009 event."
Eagleman offers Kona slots. One per age group.

That's all I say on it because I have never been, nor will I ever be fast enough to go to the "World Championships."

I guess I really don't think Kona slots should be given at any of the 70.3's, especially considering there is already a 70.3 World Championship. I don't think this necessarily makes Kona slots "easier to get"...maybe easier to recover from getting, but I'd have to imagine a lot of talent comes gunning for those spots. Either way, I think the 70.3 series and the IM series should be completely independent of one another.
But WTC sees the money signs...
So when I race Boise 70.3 this year I can sign up to race IM Coeur d'Alene one week later? If so, I think I'll be nice to my body and pass.
California 70.3 also has 28 Kona slots. I agree that Kona slots should be given at IM only, 70.3 has its own championship, makes no sense to me.

Look at what Craig Alexander and Andy Potts have done from a 70.3 Kona slot without qualifying via an IM race.

My guess is they mean that you can register for the 2010 IM CDA race after you compete in the IM 70.3 Boise race with out having to go to CDA a week later to register on-site.

Crap, now I'm going to have to have the "Honey, what would you think if I..." conversation when I get home. IM CDA is on my list b/c my wife and I went to school right across the border and have friends (free lodging and car) right there in Hayden Lake to north of CDA. Maybe I should wait until my day off from training when she'll be in a good mood b/c she actually gets to see me :) Thanks for the heads up.

Another Ironman 70.3 race to offer Kona Slots.
Ironman is pleased to announce that the 2009 Amica Ironman 70.3 Rhode Island, in its second year, will now serve as an official qualifying event for the Ford Ironman World Championship in Kailua-Kona, Hawaii. There will be 28 spots to this year’s World Championship. The event, taking place on July 12 in Providence, will also offer a $30,000 professional prize purse and 50 qualifying spots for the 2009 Foster Grant World Championship 70.3 in Clearwater, FL.

Other races have to pay big bucks to offer Kona slots. The Rhode Island 70.3 race is owned by WTC so you have to wonder what if anything they will do with the other 70.3 races they own. Does this make it too easy to get into Kona now and if they offer it at other 70.3 races?
