Can someone explain to me what a "draft-legal" race is? I'm a little confused.

It means you can follow closely behind other cyclists to get an aerodynamic advantage...

Usually drafting is not allowed.

Usually being the opperative word. USAT and Ironman races, no drafting. But in ITU (International Triathlon Union) races, it is legal. ITU runs/governs a World Cup series, the professional World Championships, and the Olympics.
