Interesting question about USAT rules in swim.
I've seen people wear snorkels at races. However, I've never seen anyone swim fast who wore a snorkel at a race.

Not fast enough.
Answers that question. Guess the big thing would then be to design a snorkel that improved the fluid flow around your face thereby reducing resistance. I think on an engineering side this is very possible to do.
funny, as I was coughing up some salt water the other day, I thought about a tri snorkel design.
I don't see you being able to get the body rotation necessary to generate much speed and power with your face straight down snorkelling, no matter the hydrodynamic design of it.
I've seen them in pool swims before which cracked me up, never in open water, though
I've seen someone with a snorkel once in open water. The one problem I did see was that she had to keep looking up to see where the next turn was.

I saw a guy at Ironman Florida 70.3 swimming with a snorkel this year. When I went through Navy Dive School we became very proficient at swimming with a full mask and snorkle. It teaches you to breathe through your mouth only. However, if you accidentally exhale through your nose, you will break the seal of the mask and fill it with water.
It's very easy to swim with a snorkle, and I would love to do it in open water. The only reason I don't like swimming with it in the pool is that it's annoying to do turns with it, and it messes up my breathing in the turns. However, in open water it would be brilliant, if there was a black line on the bottom of the lake so you could see where you're going. Free airways all the time, that would be great...
This is what I think is an interesting rule...The swim cap I received yesterday was Navy Blue. In my mind, navy blue is not 'brightly colored'.
4.7 Official Equipment. If provided by race management, a swimmer shall wear the proper official swim cap
corresponding to his wave. The penalty for an infraction of this rule is a variable time penalty. For safety reasons if
no official cap is provided, all swimmers should wear their own brightly colored swim cap.
I thought the idea in the water is to reduce your drag and to swim with your body and not your arms and legs. I haven't swam with a snorkel for a long way, but it seems to me that it would mean you'd push a lot of water and have to rely too much on your arms/legs to go the same speed as a normal crawl.

So I was reading somewhere about the Tri-tops and certain races requiring them and decided to look up the USAT rules and regs.
Didn't find anything concerning this issue. But did find this tidbit:
4.7 Official Equipment. If provided by race management, a swimmer shall wear the proper official swim cap
corresponding to his wave. The penalty for an infraction of this rule is a variable time penalty. For safety reasons if
no official cap is provided, all swimmers should wear their own brightly colored swim cap.
4.8 Goggles. Swimmers may wear, but shall not be required to wear, swim goggles or face masks.
4.9 Illegal Equipment. Any swimmer wearing any artificial propulsion device, including but not limited to fins,
gloves, paddles, or floating devices of any kind shall be disqualified.
So that means that I could in theory wear a snorkel mask and snorkel during the swim. Now granted that would be a little funny and possibly not increase my speed but it would be possible based on these rules. The reason that I thought about this is an old man that I see at the pool who has a very methodical stroke while using his mask and snorkel. Interesting thought.
