Bush would win because he's cheat. And even if he didn't cross the finish line before Obama, he'd still take the spot on the podium wearing all of the gear and say "Mission Accomplished"
Heck, he might even do that in T1

YES. i know politics should probably stay away from this stuff, but that was daily show/ colbert report funny.
I hate to bring up politics.. ha, but I was thinking who would beat the other in a half ironman:
Hillary Clinton vs John McCain
McCain, a certified badas$ and former POW would sure pack a punch, but Clinton doesn't give up and would grind till the end and beyond.
George W Bush vs Barack Obama
Obama has the youth, but Bush is a hardcore cyclists and bikes daily.
