I guess that depends on where in Madison you'll be staying. The Capital City bike/walk path is pretty popular.
I don't know if this is the "Capital City" one, but if you start in the capita area by the Monona conference center area, and basically head south along the main part of the lake, you eventually get to a bridge over this little "ear" of the lake that sticks out to the east. You can cross the main road and continue around the lake (the 'ear' part). If you follow it around, it goes through a small park (lots of goose poop) you can continue around and there will be a nice, older neighborhood on the right and eventually it goes all the way around to the bridge you didn't cross earlier. The other option when you get to where that neighborhood starts is to cross Park Street into another neighborhood. From there you can run to Vilas Park, which has a little lake and I think even a zoo.
A vastly different alternative is to just run down State Street, bear left at the big library and head for the student union area, and there's a path around a good deal of Lake Mendota, too. This would give you the option of a bathroom break if you were interested.
I don't live there any more, but when I did, I never felt unsafe running in any of these areas. There are a lot of 'established' neighborhoods. Good luck and have fun!
Also, go to mapmyrun.com and search on "Madison, WI". A bunch of routes will pop up. In addition to the Capital City trail, I recommend a run through the arboretum if you'll be running in daylight hours. (You'll see routes for the arboretum if you do the search above.)

My favorite run in Madison has to be running around Lake Wingra.

It is almost exactly 10K.
It takes you through the UW Arboritum, Nakoma Golf Course, Wingra Park, Edgewood College, Henry Vilas Park (by the Zoo). It is beautiful.
There are a couple of small hills.
If you're looking to run on Tuesday night your could always run with us. We meet upstairs at Movin' Shoes on Park Street at 5:30. Run for about an hour. There is a 7:30-8:30 pace group and a slower 9:00ish group.

thanks for all the tips, unfortunately an airline to remain nameless lost my luggage. it's in O'Hare airport, somewhere. it contains all my running gear for two days, warm and cold weather, and my swim gear. ;-(
