gear for cold race

I rode in the rain this past weekend. I had a rain jacket rolled up in one of my jersey pockets. When it started coming down hard, I put the rain jacket on and I was fine for the remaining hour. I never got cold and upper body stayed dry.

We're doing a half on June 1 in Switzerland, where it's as likely to be 72 and sunny as it is to be 42 with sideways rain. At last year's event, they shortened the swim because of how cold the water was (but it was sunny). Even if they have a warm spring, the water in Lake Zurich is unlikely to be much warmer this year, so we're already in for a very cold swim, and probably a cold T1. I will probably get a neoprene cap and footwear.
Mainly I'm concerned about staying comfortable and non-hypothermic on the bike if the weather is bad. I checked the gear pages and didn't see anything about clothing. What do people recommend for cold/wet riding? General recommendations and any for specific items are welcome. Tights sound impossible after a swim. I was thinking I could get the leg or knee warmer things and roll them into donuts to just roll up my legs. But that still doesn't help for wet. Unless the main thing is to keep one's core warm with the right jacket/top and not worry so much about legs. Except toes. I'll definitely have shoe covers along.
The way things go, the better prepared I am for a rotten weather day, the better the weather will be, so I definitely want to prepare! And maybe there will be some good deals on cold-weather gear as spring approaches.
