try messing around with different positions on your bike. I know i get about 1-2mph faster when i move forward a bit on my seat and really concentrate on pulling the pedals up with strong circular motion.
Riding 60 miles a week is probably not enough to put you where you want to be, either that or you might want to concentrate more on speed during the workouts.
You might want to work on finding your cadence sweet spot, mine's between 90-95rpm and i can hold that strong for a long time in nearly any gearset. A good breathing pattern helps keep the speed up.
other equipment things.. make sure your wheels are true, air in the tubes.. etc


I am usually one of the first out of the water... and hold my own on the run... but my biking is abysmal. I ride about 60 mile per week, but can only average about 20 mph on the flats. Any suggestions on how to increase my speed?
